A: I think I took it the way most people did. Initially, there was hope that it could be controlled, localized. But things took a very different turn and the epidemic spread far and wide. Unprecedented measures and decisions became necessary. Leaders, citizens and international organizations found themselves in an extremely difficult situation. All of this will have to be thoroughly analyzed, but the priority now is to take things in hand and defeat this new, vicious enemy.

Scientists and advocates are raising concerns about a proposed relaxation on regulations for disposing of nuclear waste, saying that the government should halt the proposal as the scientific community focuses on the coronavirus.
A March 6 Nuclear Regulatory Commission (NRC) proposal would allow for the disposal of some nuclear waste in municipal landfills, rather than a licensed facility.
Advocates say the proposal could put public health at risk, pushing the NRC to give the public more time to weigh in.

Opponents say the change poses a public health risk and would allow waste to go unmonitored.
The proposal would enable the NRC to reinterpret the meaning of low-level radioactive waste so that it could be accepted at dumps and hazardous waste sites, rather than regulated storage facilities.

Today, in the middle of the growing coronavirus pandemic, the U.S. Department of Energy ignored the real national crisis and irresponsibly shifted its focus to planning for nuclear war, revealing plans to construct a Plutonium Bomb Plant (PBP) at the Savannah River Site (SRS) in South Carolina.
DOE’s semi-autonomous National Nuclear Security Administration (NNSA) today formally released the Draft Environmental Impact Statement for Plutonium Pit Production at the Savannah River Site in South Carolina, whose proposed action is to establish the production of plutonium “pits” (nuclear warhead cores) at SRS at a rate of up to 125 pits per year, with at least 50 pits per year by 2030 as the stated objective for now.

Los Alamos National Laboratory has notified the Environmental Protection Agency that plans for venting four flanged tritium waste containers (FTWCs) at Technical Area 54 have been finalized with an amended scope of work. However, according to NNSA Los Alamos Field Office spokesperson Toni Chiri, the operations, originally slated for this month, have been postponed due to COVID -19 and won’t be executed until the Laboratory is able to support the activity with a full complement of operational personnel.

The global coronavirus disease (COVID-19) pandemic has forced a postponement of the 10th review conference of the nuclear Nonproliferation Treaty (NPT), possibly until early 2021. Originally scheduled to be held at UN headquarters in New York from April 27 until May 22, the conference typically involves hundreds of representatives from most of the 191 states-parties to the treaty, as well as nongovernmental organizations and meeting support personnel. The conference caps off a five-year cycle of meetings through which states-parties review implementation and compliance with the treaty and seek agreement on action steps to overcome new challenges and to fulfill core goals and objectives.
PENTAGON ASKS TO KEEP FUTURE SPENDING SECRET

The Department of Defense is quietly asking Congress to rescind the requirement to produce an unclassified version of the Future Years Defense Program (FYDP) database.
Preparation of the unclassified FYDP, which provides estimates of defense spending for the next five years, has been required by law since 1989 (10 USC 221) and has become an integral part of the defense budget process.
But the Pentagon said that it should no longer have to offer such information in an unclassified format, according to a DoD legislative proposal for the pending FY 2021 national defense authorization act.
New study says LANL nuclear pit production could go higher
Jay Coghlan, executive director of Nuclear Watch New Mexico, said he doubted the lab has the “expertise and competence” to produce 80 plutonium pits, “but they’re going to eat up taxpayers’ money.” Coghlan said he’s also concerned about defense leaders refusing to use the thousands of pits stockpiled during the Cold War and instead favoring new, heavily modified pits. That raises the question of whether the Pentagon might resume nuclear testing on these untried cores instead of computer simulations.

Los Alamos National Laboratory should be able to produce 80 plutonium pits to meet surges in demand, not just the official goal of 30 pits a year, according to a proposed update to the lab’s last sitewide analysis.
Defense plans call for the lab to produce 30 pits — the grapefruit-sized explosive centers in nuclear warheads — in 2026 and the Savannah River Site to manufacture 50 in 2030.

The amount of money spent in one year by the U.S. on nuclear weapons could instead provide 300,000 ICU (intensive care unit) beds, 35,000 ventilators and 75,000 doctors’ salaries, according to the International Campaign to Abolish Nuclear Weapons (ICAN)–a “coalition of non-government organizations promoting adherence to and implementation of the UN [United Nations} nuclear weapon ban treaty.”
In its recent report, the group stated that, according to armscontrol.org, the U.S. spent $35.1 billion on nuclear weapons in 2019. The costs are based on reported averages, but the study noted that the $35.1 billion in nuclear weapons spending would instead pay for “300,000 beds in intensive care units, 35,000 ventilators, and the salaries of 150,000 U.S. nurses and 75,000 U.S. doctors.”

Thousands of Hanford workers will stay home for a second day Tuesday after the Department of Energy announced Sunday evening that the site was going into a temporary planning status to ensure the safety of employees during the COVID-19 pandemic.
Only workers essential to the nuclear reservation’s safety and security should report to work, unless they receive a call from their supervisor saying they are needed for planning work, DOE said.
Hanford employs about 9,300 workers, plus some additional subcontractor employees.

For far too long, the United States has been wastefully spending its precious budgetary resources on a nineteenth-century military strategy and a strategic arms policy that has brought no advantages to the American people. For the past three decades, our national security policies have been ineffectual and irrelevant to the genuine threats we face today. These threats do not emanate from Russia or China. Rather, they stem from an underfunded and highly vulnerable public health system, a cyber world that is out of control, and a crumbling infrastructure. In 2017, the American Society of Civil Engineers gave a grade of D-plus to the nation’s infrastructure, with the lowest grades going to roads, bridges, mass transit, and water management systems.

The request followed a State ban on gatherings of more than 10 people amid a global outbreak of coronavirus that left thousands dead across the world.

LANL set to release radioactive vapors
Los Alamos National Laboratory will release radioactive vapors into the atmosphere to ventilate several barrels of tritium-tainted waste generated during the Cold War. Jay Coghlan, executive director of Nuclear Watch New Mexico, said in the 1990s he won a lawsuit against the Energy Department for falsely claiming a building’s “shielding factor” kept radioactive emissions within federal limits.
“The undocumented assertion in the application that half of the tritium could remain behind in equipment should be viewed with suspicion,” Coghlan said.

The lab informed the U.S. Environmental Protection Agency earlier this month that it would ventilate four waste containers, beginning April 17, to relieve the built-up, radioactive hydrogen in the barrels’ headspace to prevent them from rupturing while they’re being handled. The EPA approved the application for the radioactive release last year.

The lawyer for SRS Watch, Nuclear Watch New Mexico (Santa Fee, NM) and Tri-Valley CARES (Livermore, CA) wrote to DOE’s National Nuclear Security Administration (NNSA) on March 20, 2020, requesting that NNSA publish in the Federal Register a notice that a document on pit production was released on March 10, 2020 and, further, that it be opened for a 45-day comment period from the date of publication in the Federal Register.

The Trump administration wants $3.1 billion more this year than last for the Energy Department’s nuclear weapons budget, but internal government documents show the raise is devoted substantially to covering previously undisclosed cost overruns and avoiding years of new delays in the majority of U.S. atomic weapons programs.
The administration has sold the 25 percent budget boost for the National Nuclear Security Administration only in broad terms as necessary to maintain America’s nuclear deterrent. However, the additional funds are needed not so much to advance capabilities as merely to keep troubled programs from falling further behind, according to the “official use only” correspondence obtained by CQ Roll Call.
LANL Plans to Release Up To ~100,000 Curies of Radioactive Gas
Santa Fe, NM – On March 11, the Los Alamos National Laboratory (LANL) sent the federal Environmental Protection Agency a formal notice that the Lab will intentionally release up to some 100,000 curies of tritium, a radioactive isotope of hydrogen gas, beginning April 17, 2020.
An internal Lab document states that actual “anticipated emissions” could be half that because of tritium remaining behind in equipment but offers no documentation to substantiate it. During the 1980’s LANL arbitrarily used a self-declared “building shielding factor” not approved by the EPA that reduced its legally required annual calculated radioactive air dose to the public by a third. When that reduction was disallowed LANL was in fact in legal violation of the Clean Air Act. With that as an example, undocumented reductions in radioactive doses claimed by LANL should be viewed with suspicion.

For the next decade, the U.S. Department of Energy planned to continue disposing of nuclear waste at the Waste Isolation Pilot Plant near Carlsbad, while also improving infrastructure at the site and continuing clean-up efforts at nuclear facilities across New Mexico and the U.S.
In its 2020-2030 “Vision” released this month, the DOE’s Office of Environmental Management (EM) outlined plans for WIPP, and two other national laboratories it owns in New Mexico: Los Alamos (LANL) and Sandia (SNL) national laboratories.
WIPP is the nation’s only permanent repository for low-level transuranic (TRU) waste, which is permanently buried in an underground salt formation about 2,150 feet underground.

When it comes to mononymous people in government oversight, “Stockton!” was at the top of the list. But he also had a first name. Peter Stockton, age 80, passed away Sunday, September 8. He is survived by, as he would say, “6 1/2 children and 10 grandchildren.”
I knew Peter for about 30 years. Let’s be honest—Peter Stockton was an acquired taste. He was blunt and gruff. “Stockton!” was usually followed by an expletive in many corners of DC, even by his friends. But he was a true champion of the nation’s taxpayers, and we will be poorer for the loss.
For over 30 years Stockton worked in government attempting to expose corruption (22 years of which were as a staffer for Representative John Dingell). In the 1970s, he investigated most of the major defense contractors and oil companies, the diversion of bomb-grade uranium to Israel, and the death of Karen Silkwood. His investigation into the construction and operation of the Alaskan Pipeline spanned from the 1970s into the 1990s. In the 1980s and early 1990s, he probed the security and effectiveness of the nuclear weapons production program and defense contractor fraud.

The letter demands a nation-wide programmatic environmental impact statement for the agencies’ proposed expanded production of plutonium pits, the fissile cores or “triggers” of nuclear weapons. Invoking the National Environmental Policy Act (NEPA), the letter concludes:
“…we advise the agencies that timely compliance with NEPA is the best means for the agencies to keep these [expanded plutonium pit production] projects on track, as a failure to rigorously comply with NEPA may necessitate litigation, including if necessary motions for injunctive relief, all of which would likely increase the expense of DOE’s and NNSA’s proposed actions and extend their timelines further. Accordingly, we strongly encourage DOE and NNSA to come into compliance with NEPA by preparing a new or supplemental PEIS for its proposals regarding plutonium pit production, and to do so immediately. If the agencies continue on their current trajectory, we will have no choice but to evaluate all our options to enforce compliance with federal environmental laws.”
As background, on May 10, 2018, the Departments of Defense and Energy jointly announced that plutonium pit production would be expanded from the currently sanctioned level of 20 pits per year at the Los Alamos National Laboratory (LANL) in northern New Mexico to at least 30 pits per year, plus redundant production of at least 50 pits per year at the Savannah River Site (SRS) in South Carolina, which would be a completely new mission there.

What’s Not in NNSA’s Plutonium Pit Production Decision
Today the National Nuclear Security Administration (NNSA) announced:
To achieve DoD’s [the Defense Department] 80 pits per year requirement by 2030, NNSA’s recommended alternative repurposes the Mixed Oxide Fuel Fabrication Facility at the Savannah River Site in South Carolina to produce plutonium pits while also maximizing pit production activities at Los Alamos National Laboratory in New Mexico. This two-prong approach – with at least 50 pits per year produced at Savannah River and at least 30 pits per year at Los Alamos – is the best way to manage the cost, schedule, and risk of such a vital undertaking.
First, in Nuclear Watch’s view, this decision is in large part a political decision, designed to keep the congressional delegations of both New Mexico and South Carolina happy. New Mexico Senators Tom Udall and Martin Heinrich are adamantly against relocating plutonium pit production to South Carolina. On the other hand, South Carolina Senator Lindsay Graham was keeping the boondoggle Mixed Oxide (MOX) program on life support, and this pit production decision may help to mollify him. This could also perhaps help assuage the State of South Carolina, which is suing the Department of Energy for failing to remove plutonium from the Savannah River Site as promised.
But as important is what is NOT in NNSA’s plutonium pit production decision:
• There is no explanation why the Department of Defense requires at least 80 pits per year, and no justification to the American taxpayer why the enormous expense of expanded production is necessary.
• NNSA avoided pointing out that expanded plutonium pit production is NOT needed to maintain the safety and reliability of the existing nuclear weapons stockpile. In fact, no production of plutonium pits for the existing stockpile has been scheduled since 2011, and none is scheduled for the future.
• NNSA did not mention that in 2006 independent experts found that pits last a least a century. Plutonium pits in the existing stockpile now average around 40 years old. The independent expert study did not find any end date for reliable pit lifetimes, indicating that plutonium pits could last far beyond just a century.
• NNSA did not mention that up to 15,000 “excess” pits are already stored at the Pantex Plant near Amarillo, TX, with up to another 5,000 in “strategic reserve.” The agency did not explain why new production is needed given that immense inventory of already existing plutonium pits.
• Related, NNSA did not explain how to dispose of all of that plutonium, given that the MOX program is an abysmal failure. Nor is it made clear where future plutonium wastes from expanded pit production will go since operations at the troubled Waste Isolation Pilot Plant are already constrained from a ruptured radioactive waste barrel, and its capacity is already overcommitted to existing radioactive wastes.
• NNSA did not make clear that expanded plutonium pit production is for a series of speculative future “Interoperable Warheads.” The first IW is meant to replace nuclear warheads for both the Air Force’s land-based and the Navy’s sub-launched ballistic missiles. The Obama Administration delayed “IW-1” because the Navy does not support it. However, the Trump Administration is restarting it, with annual funding ballooning to $448 million by 2023, and “IW-2” starting in that same year. Altogether the three planned Interoperable Warheads will cost at least $40 billion, despite the fact that the Navy doesn’t support them.[1]
• NNSA’s expanded plutonium pit production decision did not mention that exact replicas of existing pits will NOT be produced. The agency has selected the W87 pit for the Interoperable Warhead, but its FY 2019 budget request repeatedly states that the pits will actually be “W87-like.” This could have serious potential consequences because any major modifications to plutonium pits cannot be full-scale tested, or alternatively could prompt the U.S. to return to nuclear weapons testing, which would have severe international proliferation consequences.
• The State of South Carolina is already suing the Department of Energy for its failure to begin removing the many tons of plutonium at the Savannah River Site (SRS). NNSA’s pit production decision will not solve that problem, even as it will likely bring more plutonium to SRS.
• The independent Defense Nuclear Facilities Safety Board has expressed strong concerns about the safety of plutonium operations at both the Los Alamos National Laboratory (LANL) LANL and SRS, particularly regarding potential nuclear criticality incidents.[2] NNSA did not address those safety concerns in its plutonium pit production decision.
• Politicians in both New Mexico and South Carolina trumpet how many jobs expanded plutonium pit production will create. Yet NNSA’s expanded plutonium pit production decision does not have any solid data on jobs produced. One indicator that job creation will be limited is that the environmental impact statement for a canceled $6 billion plutonium facility at LANL stated that it would not produce a single new Lab job because it would merely relocate existing jobs. Concerning SRS, it is doubtful that pit production could fully replace the jobs lost as the MOX program dies a slow death. In any event, there certainly won’t be any data on the greater job creation that cleanup and renewable energy programs would create. Funding for those programs is being cut or held flat, in part to help pay for nuclear weapons programs.
• Finally, the National Environmental Policy Act (NEPA) requires that major federal proposals be subject to public review and comment before a formal decision is made. NNSA’s decision does not mention its NEPA obligations at all. In 1996 plutonium pit production was capped at 20 pits per year in a nation-wide Stockpile Stewardship and Management Programmatic Environmental Impact Statement (PEIS). NNSA failed to raise that production limit in any subsequent NEPA process, despite repeated attempts. Arguably a decision to produce 80 pits or more per year requires a new or supplemental nation-wide programmatic environmental impact statement to raise the production limit, which the new dual-site decision would strongly augment. This then should be followed by whatever site-specific NEPA documents might be necessary.
Jay Coghlan, Nuclear Watch Director, commented, “NNSA has already tried four times to expand plutonium pit production, only to be defeated by citizen opposition and its own cost overruns and incompetence. But we realize that this fifth attempt is the most serious. However, we remain confident it too will fall apart, because of its enormous financial and environmental costs and the fact that expanded plutonium pit production is simply not needed for the existing nuclear weapons stockpile. We think the American public will reject new-design nuclear weapons, which is what this expanded pit production decision is really all about.”

1983: Reagan, Andropov, and a World on the Brink

Recently, a declassified report lifted the veil on the events of a week in November 1983, the year KAL007 was shot down and America watched “The Day After”, when we had in fact, a very close brush with World Death. The Able Archer story is a timely and important reminder of the variety of things that can happen to drive a situation to the brink of nuclear disaster when there is posturing and provocation and no trust.

“Able Archer 83 was sparked by a routine NATO military exercise. But, as writer Taylor Downing documents in “1983: Reagan, Andropov and a World on the Brink”, a carefully-researched and absorbing book, it occurred when mistrust and suspicion between the superpowers was sky-high. Indeed, relations were so tense that Soviet political and military leadership believed the exercise was a ruse to enable NATO to launch a pre-emptive strike… The Soviets concluded that this was not an exercise but the real thing and put their own military on the highest readiness level. So fully armed fighter planes sat continuously idling on runways waiting for a signal to take off. Meanwhile, in Washington, nothing seemed amiss. Only much later did the United States realize that Soviet leaders had been petrified with fear. NNSA Albuquerque Complex gets new $202 million facility, nuclear weapons money near doubles

Nuclear weapons spending for NNSA’s Albuquerque Complex nearly doubled from $312 million in FY 2018 to $604.4 million in FY 2019. Within that, Directed Stockpile Work nearly tripled from $133.4 million in FY 2018 to $338.9 million in FY 2019. Directed Stockpile Work is the hands-on nuclear weapons work, the biggest single element of which is “Life Extension Programs” that extend the service lives of existing nuclear weapons by up to 60 years, while also endowing them with new military capabilities.
The NNSA’s FY 2019 budget request justifies the new 333,000 square feet, $202 million Albuquerque Complex Project as follows:
Justification
The NNSA Albuquerque Complex provides vital services to the agency. The Albuquerque Complex houses multiple organizations that fulfill unique and essential roles within the nuclear weapons enterprise by providing programmatic, technical support, legal, security, procurement, human resources, business and administrative functions that directly support the NNSA national security mission. The proximity of the Albuquerque Complex to two NNSA national laboratories and the Air Force Nuclear Weapons Center on Kirtland Air Force Base makes it an ideal location for an NNSA field installation. The Albuquerque Complex has supported the DOE/NNSA from this location for over 50 years, and there are no plans to eliminate or reduce the size or function of this office in the near future. NNSA has a long-term commitment at this installation, and it will remain the primary field support office for NNSA.
In the old days the DOE Albuquerque Office pretty much ran the DOE nuclear weapons complex, until it screwed up the Rocky Flats Plant so bad that DOE HQ in Washington, DC pulled most of its power away. DOE Albuquerque Office officials were likely one of the targets of the Rocky Flats grand jury, but in 1992 those indictments were quashed and sealed by the federal judge in Colorado.
It looks like power is flowing back to NNSA’s Albuquerque Complex. As the FY 2019 budget justification states, it is ideally located near two of the nation’s three nuclear weapons labs (Los Alamos and Sandia) and next door to the Air Force’s Nuclear Weapons Center (which, for example, handles many billions of dollars in contracts for the Air Force’s new nuclear weapons-related acquisitions, such as the Long Range Standoff cruise missile and future ICBMs).

Albuquerque Complex Project authorized to begin construction
WASHINGTON – The Department of Energy’s National Nuclear Security Administration (DOE/NNSA) authorized the start of construction of the Albuquerque Complex Project on April 20.
The project will provide a modern, safe, and reliable workspace for approximately 1,200 employees in Albuquerque, New Mexico, who support NNSA’s vital national security missions.
“Our dedicated employees at sites across the country deserve high-quality workspace,” said Lisa E. Gordon-Hagerty, DOE Under Secretary for Nuclear Security and NNSA Administrator. “The Albuquerque Complex Project demonstrates NNSA’s commitment to achieving this goal and modernizing our infrastructure.”
Roughly 98 percent of NNSA’s combined federal and contractor workforce is located outside of the Washington, D.C. area.
The project will allow disposition of the current Albuquerque Complex, reducing NNSA’s total deferred maintenance by approximately $40 million. It will also replace the existing complex of 25 buildings with a single, state-of-the-art facility.

Growing Alarm Over Possibility of Nuclear War Between NATO and Russia

United States To Begin Construction Of New Nuclear Bomb Plant
The National Nuclear Security Administration (NNSA) announced on Friday, March 23, that it was authorizing the start of construction of the Uranium Processing Facility (UPF) and two sub-projects at the Y-12 National Security Complex in Oak Ridge, Tennessee. The UPF is a facility dedicated solely to the manufacture of thermonuclear cores for US nuclear bombs and warheads.
Citizen watchdog groups are responding by filing an expedited Freedom of Information Act request demanding a full fiscal accounting of the UPF bomb plant- something the NNSA has refused to provide for the last five years, including to Congress, despite repeated assurances that the project is “on budget.”
“This project is already a classic boondoggle, and they are just getting started,” said Ralph Hutchison, coordinator of the Oak Ridge Environmental Peace Alliance (OREPA) in Knoxville, Tennessee. “Worse, it undermines US efforts to discourage nuclear proliferation around the world. How can we oppose the nuclear ambitions of other countries when we are building a bomb plant here to manufacture 80 thermonuclear cores for warheads every year?”
