Value safety over speed when handling nukes

That is no need for speed other than the National Nuclear Security Administration’s and LANL’s aggressive agenda to get unneeded plutonium “pit” bomb core production established as a fait accompli by stripping safety standards and blocking independent oversight before the lack of true need and the astonishing costs are publicly recognized.

There is no need for speed because no future pit production is to maintain the safety and reliability of the existing nuclear weapons stockpile. Instead, it is all for new-design nuclear weapons for the new nuclear arms race that threatens us all. Further, these new-design nuclear weapons could prompt the U.S. to resume nuclear weapons testing, which Trump has already threatened. This would have disastrous international proliferation consequences (Putin has already said Russia will test if the U.S. does).

The Department of Energy and the NNSA have been on the independent Government Accountability Office’s High Risk List for project mismanagement and waste of taxpayers’ dollars ever since the GAO started the List in 1991. The NNSA is going to spend $4 billion at LANL and the Savannah River Site (SRS) in South Carolina for pit production over each of the next six years. Yet the GAO has repeatedly stated that NNSA has no credible cost estimates for its most expensive and complex program ever.

The Draft Programmatic Environmental Impact Statement (PEIS) for Plutonium Pit Production was released by NNSA on Friday, April 10th. This opens a critical window for public comment on NNSA’s unnecessary plan to expand production of plutonium “pit” bomb cores. This PEIS was brought on by a lawsuit against NNSA over its failure to complete the NEPA process for this plan. As you likely know, NEPA is fully under attack by the current administration — this may be the last foreseeable full NEPA process taking place, making it all the more critical to be involved.

As a resource to help you comment and encourage widespread comment-making in your community, we (lawsuit plaintiffs Nuclear Watch New Mexico and Tri-Valley CAREs, as well as the Union of Concerned Scientists, Physicians for Social Responsibility, and groups from the Alliance for Nuclear Accountability), created a website that is now live!

The “Donroe Doctrine” is a more aggressive Trumpian take on the 1823 Monroe Doctrine, a foreign policy approach focused on unilateral U.S. dominance in the Western Hemisphere. How far does this administration intend to force this new doctrine?

The U.S. intends to control Venezuelan oil, aiming to sell 30–50 million barrels of accumulated, sanctioned crude to the American people.

Air Force Weighs Keeping 1970s-Era Missiles Until 2050

The US Air Force is considering contingency plans that would extend the life of 1970s-era intercontinental ballistic missiles by 11 more years to 2050 if delays continue to plague the new Sentinel models intended to replace them. The current plan is to remove all 400 Minuteman III ICBMs made by Boeing Co. from silos by 2039… The Sentinel was projected last year to be deployed starting in May 2029. The first test flight was once projected for December 2023, but fiscal 2025 budget documents indicated a slip to February 2026.

The estimated cost of the new Sentinel intercontinental ballistic missiles (ICBM), originally at ~$110 billion, is now north of $180 billion. And this is before recognition of the immensity of supplying new command and control communications and recent consideration that its hardened silos may have to be replaced. IMHO it’s a propitious time to argue again for eliminating the land-based ICBM leg of the Triad. After all, one of its stated purposes is to act as a “nuclear sponge” for incoming Russian warheads. The odds of that are not zero and may increase if ICBMs are uploaded with multiple warheads after the New Strategic Arms Reduction Treaty expires in February 2026. More temptation for a preemptive first strike.

Congress passed a continuing resolution that keeps the government running until December 3. It freezes funding at 2021 levels which at least prevents short-term budget increases for nuclear weapons modernization programs and has no “anomalies” (i.e. exceptions) for these programs. That said, Biden passed on most of Trump’s nuclear weapons excesses forward in his FY 2022 budget, so it’s not like it makes a whole lot of difference.

Mitch McConnell agreed to let the Democrats raise the national debt ceiling, thereby averting national and international economic disaster. How gracious of him.

Democrats and Republicans joined together to roll Biden on the money in the FY 2023 Defense Authorization Act for the entire military (including the National Nuclear Security Administration (NNSA). These bipartisan porkmeisters added $23.9 billion for $768 billion in total defense spending. The new bogeyman China was repeatedly invoked as the rationale (in comparison China now spends around $250 billion annually on its military).

LANL Regional Coalition Faces More Opposition

The Regional Coalition of LANL Communities (RCLC) is facing scrutiny from several directions lately. The Department of Energy (DOE) Inspector General is conducting an investigation. Two members of the Santa Fe Board of County Commissioners abstained from a vote on new RCLC financial controls because the commissioners opposed blindly supporting LANL’s mission, which is 70% nuclear weapons work. And SF New Mexican columnist Milan Simonich suggested that the RCLC “should die with a whimper.”

ICAN’s success and the TPNW is a turning point for the world, and we will be working to turn it backwards from now.

– The success of the Treaty on the Prohibition of Nuclear shows that the vast majority of nations are taking action to solve the problem of nuclear weapons.

– A new nuclear arms race between the US and Russia threatens the cities of Europe. This is the moment for Europe to show leadership by ending their obstruction to the Treaty on the Prohibition of Nuclear Weapons and make it clear they will not participate in a new arms race.

NukeWatch Joins Suit To Stop WIPP Expansion

On January 17, 2019, Southwest Research and Information Center (SRIC) and Nuclear Watch New Mexico (NWNM) filed an appeal in the New Mexico Court of Appeals to overturn the New Mexico Environment Department (NMED) approval of the Waste Isolation Pilot Plant (WIPP) Disposal Volume permit modification, which was issued on December 21, 2018.

The modification would allow expansion of WIPP’s capacity by approximately 30 percent and was issued over the repeated opposition of many New Mexico organizations.
